sensors: add apt command recovery dependencies - #555

The Sensors sns_test recovery mapping omitted the sensing-hub runtime and development packages plus the sensors-core development links required by current apt images. Add the missing packages while preserving the existing Sensors runtime and test package coverage. RPM and opkg mappings remain unchanged because these Debian development package names are not portable to those providers. Signed-off-by: Srikanth Muppandam <smuppand@qti.qualcomm.com>
